They are 'Garter Tabs'. If you were a Rover or leader then the Garter Tabs were not ribbon but tasseled [like the Scots]. My memory from Scouts too is that they were originally based ion the ends of the knot of the original, non elastic, garter. These evolved hanks of yarn that were threaded through the Garter and were used to darn your stockings [But I have always been skeptical of this reason]. One aspect of Shardik's reign that Adams didn't cover was his constant search for men to serve as knights in his army: The candidate was trained, knighted and then had to face a final test.
